The White House has until early October to decide whether to veto a U.S. International Trade Commission exclusion order that would ban the import of certain Samsung mobile devices because they violated two Apple patents: U.S. Patent Nos. 7,479,949 and 7,912,501 (see 13081202). The exclusion order against Samsung is the latest episode in a years-long series of legal battles at the ITC and federal courts between the top smartphone manufacturers as each seeks to gain market share. Patent attorneys and industry experts told us court-ordered sales bans typically have only a limited effect on the wireless carriers that have deals with the manufacturers to provide mobile devices to their subscribers.

The Washington International Trade Association (WITA) appointed Javiera Gallardo as executive director, said WITA. Gallardo had been acting executive director since March.
General Motors will bring on Nasim Deylami, customs policy director at the U.S. Council of International Business, as a customs attorney, said a GM spokeswoman. Deylami will begin work in GM's Detroit office in mid-September, the spokeswoman said.
The Organisation for Economic Co-operation and Development named William Danvers, previously deputy chief of staff for the U.S. Secretary of State, as deputy secretary-general.

CBP posted a Aug. 19 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Aug. 19. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
CBP posted its fiscal year 2013 Byrd Amendment (aka the Continued Dumping and Subsidy Offset Act of 2000 (CDSOA)) certifications report. This report provides information on the claimant name, case name, and case number. Certifications listed on the report do not indicate validity of certification, only receipt.
Livingston International will be one of the nine customs brokerages to test CBP's broker importer security assessment (ISA) pre-certification program, the company said in a press release. UPS and A.N. Deringer also recently said they would test the program (see 13081415 and 13081610). CBP declined to provide the names of the other participants, but said it would release them soon.
