CBP plans to implement its first piece of Automated Commercial Environment (ACE) under its new "agile" development program on Oct. 5, the agency said in an ACE Trade Owner Account update. The implementation will allow for an expansion of the Simplified Entry pilot.

CBP officially scheduled its annual trade symposium for Oct. 24-25th in the Washington, D.C. area. CBP said it will enforce a limit of three people from the same company to enable a wide variety of companies to participate.
CBP released its Aug. 28 Customs Bulletin (Vol. 47, No. 36). While the Bulletin does not contain any ruling articles, it does include recent general notices and Court of International Trade decisions.
The most recent round of the Trans-Pacific Partnership (TPP) negotiations included fewer opportunities for stakeholder input than previous rounds, said Knowledge Ecology International in a blog post (here). Previous rounds included a briefing and question-and-answer session with chief negotiators, while this round only made negotiators available during a "dialogue," the post said. "It's not a great process and even if you know who all the chiefs are, if you want to know the position of a country on a particular issue, you have to hunt down every chief individually and repeat your concerns and follow it up with your question." The time for stakeholder presentations was shortened to seven minutes, KEI wrote. "In 7 minutes it is difficult to say anything of substance or present much analysis." The Office of the U.S. Trade Representative didn't comment.
CBP posted a Aug. 27 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP corrected its Federal Register notice for the second phase of the Document Image System (DIS) pilot program (see 13072208) to include a better description of one of the forms included in the pilot. The description of Plant Protection and Quarantine (PPQ) Form 586 was corrected to say "Permit To Transit Plants and/or Plant Products, Plant Pests, and/or Associated Soil through the U.S." That form "serves as both the application for a permit, and once approved, the permit itself," said CBP.
The U.S. Trade Representative should use the Trans-Pacific Partnership (TPP) as a chance to lessen the burden of rules-of-origin, including the yarn-forward rule, said Derek Scissors, a Heritage Foundation senior research fellow in a blog post. As rules-of-origin have "become more important, contentious, and complex," the "U.S. should strive for simple and open rules of origin in the TPP," said Scissors.
Daniel Kiselbach, a partner in Miller Thomson's Vancouver office, will join Deloitte Tax Law with a focus on trade, customs and tax litigation on Sept 3, he said.
