The Commerce Department issued the final results of its antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929). Commerce found zero rates for seven companies and revised their calculation of the surrogate financial ratios used in the margin calculations for mandatory respondents, Fangda Group and Fushun Jinly Petrochemical Carbon Co., Ltd. (Fushun Jinly). The revision did not change the weighted-average margins from the preliminary results. Commerce also declined to rescind the review for 129 companies because they don't currently have a separate rate. The new rates are effective Sept. 11, and will be implemented by CBP soon.
The Commerce Department issued the preliminary results of its antidumping duty administrative review and a new shipper review on frozen fish fillets from Vietnam (A-552-801]). The administrative review covered Changshan Peer Bearing (CPZ/SKF) and three non-individually reviewed companies. The preliminary results are not in effect. Commerce may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.
Barbara Williams, 55, attorney-in-charge of the International Trade Field Office in the Justice Department's Civil Division, died Sept. 6. Williams was a lawyer with the field office in New York since 1994 and was named the attorney-in-charge in 2004. Prior to joining the DOJ, she clerked with U.S. Court of International Trade Judge Richard Goldberg. Williams was also an active member of the Court of International Trade Bar Association, serving as chairwoman for Continuing Legal Education and Professional Responsibility. The DOJ did not comment. In the Sept. 4 issue of the CBP Bulletin (Vol. 47, No. 37), CBP published a notice of modification of rulings and treatment regarding the tariff classification of chili powder blends.
The CBP San Francisco field office tentatively selected applicants to operate Centralized Examination Stations (CES), it said in an information notice. The selections are Bobac CFS of Alameda, Calif., and North America 3 PL LLC. of Oakland Calif.
CBP updated its new "Broker Employee Data Upload Quick Reference Guide" to include additional information about the use of the template for the broker employee data upload, said CBP in a CSMS message. The updated guide is (here).

The Committee on Foreign Investment in the U.S. cleared the Shuanghui International purchase of Smithfield Foods, the companies said Sept. 6. The companies also gained approval from the Ukraine, the press release said. The deal will next face a vote by Smithfield shareholders on Sept. 24, with the transaction expected to close soon after, the companies said. Senate Finance Committee members previously voiced some concern with the deal over Chinese pork import restrictions (see 13062402).
