Customs Rulings Online Search System (CROSS) was updated Aug. 22 with 95 rulings, bringing the total number of searchable rulings to 183,395. The most recent ruling is dated 08/21/14.
The driving of a truck out of the U.S. for export constitutes "use" for drawback claims, said CBP in a June 16 ruling, HQ H240038. The ruling, a further review of protest, involves a truck imported and entered into the U.S. that was eventually driven out of the country after sitting unused at the work site it was imported for. CBP previously denied the drawback claims filed by the importer/exporter because "the exported merchandise did not meet the requirements," said CBP.

The Drug Enforcement Administration moved hydrocodone combination products (HCPs) into Schedule II of the Controlled Substances Act from Schedule III. A DEA review found HCPs are "abused at high rates and have high dependence potential," it said.
The Animal and Plant Health Inspection Service is requesting comments by Oct. 20 for an existing information collection on the import of certain plants and plant products, as required by the Lacey Act. APHIS proposes to extend the expiration date of this information collection with a change to the burden hours. While the estimated "number of respondents has decreased, there has been an overall increase in the burden estimates due to an increase in the number declarations completed per respondent," it said.

Samsung Electronics America will pay $2.3 million to settle with the Justice Department over allegations of providing inaccurate country of origin claims to resellers, the DOJ said in a press release. The company was accused of causing "the submission of false claims for products sold on General Service Administration (GSA) Multiple Award Schedule (MAS) contracts in violation of the Trade Agreements Act," said the release. "Samsung caused resellers of its products to sell items on their GSA MAS contracts in violation of the TAA by knowingly providing inaccurate information to the resellers regarding the country of origin of the goods," the DOJ said.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Aug. 18. This report (here) includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
