Linyi Youyou Wood Co., Ltd. is set to inherit the antidumping duty rate assigned to Shanghai Lizhong Wood Products Co., Ltd. for its exports of multilayered wood flooring from China (A-570-970), said the Commerce Department in the preliminary results of a changed circumstances review. The agency preliminarily found that Youyou, which previously was a supplier for Lizhong, assumed Lizhong’s production functions under a Chinese government “removal and relocation” program. No changes were made to the sourcing of inputs, and Youyou sells to the same customers, said Commerce. If Commerce confirms its finding in the final results of this review, Youyou will get Lizhong’s 5.92% AD duty cash deposit rate. The final results may be issued as soon as Sept. 29, and are due by May 12 at the latest.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on purified carboxymethylcellulose from Finland (A-405-803). If the agency's finding is continued in the final results, importers of subject merchandise from CP Kelco entered between July 2012 and June 2013 will not be assessed AD duties, and future entries from CP Kelco will not be subject to an AD cash deposit requirement until further notice.

Pasta importer Grandi Pastai Italiani requested the partial revocation, and domestic pasta manufacturers have indicated they support the request. If partial revocation is finalized, CV duties on ravioli and tortellini stuffed with cheese or vegetables would end effective Jan. 1, 2012, and AD duties would end effective July 1, 2012, said Commerce.
