The Animal and Plant Health Inspection Service issued emails July 23 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.
The Department of Agriculture amended the geographical area of the China/Hong Kong Region to include Macau for sales of U.S. agricultural commodities under the Commodity Credit Corporation’s Export Credit Guarantee Program (GSM-102) for fiscal year 2012. All other terms and conditions previously announced remain the same, said USDA. The previous Foreign Agricultural Service announcement pertinent to this allocation is PR 0063-12.
The International Trade Administration is seeking applications by Aug. 24 for appointment to the U.S.-Turkey Business Council. According to the ITA, The Committee will provide joint recommendations to the two governments that reflect private sector views, needs, and concerns regarding creation of an environment in which the private sectors of both countries can partner, thrive, and enhance bilateral commercial ties that could form the basis for expanded trade and investment between the U.S. and Turkey. Each applicant must be a senior-level executive of a U.S.-owned or controlled company that is incorporated in and has its main headquarters located in the United States and that is currently doing business in Turkey.
Effective immediately, the Harmonized Tariff Schedule (HTS) tables in the AES have been updated to accept the changes to the 2012 codes, the Census Bureau said. AES will accept shipments with outdated 2012 codes during a grace period for 30 days beyond the expiration date of June 30, 2012. Reporting an outdated 2012 code after the 30 day grace period will result in a fatal error, it said.

China filed an appeal of the panel report in its dispute with the U.S. over Chinese countervailing and antidumping duties on grain oriented flat-rolled electrical steel from the U.S. (DS414). A WTO panel largely ruled against China in a report issued June 15, finding fault with China’s initiation procedure, application of adverse facts available, injury determination, and procedures for disclosing business confidential information in China’s 2010-11 AD and CV investigations. The WTO said details of the appeal will be available soon.
