China Appeals WTO Panel Report in Dispute over AD/CV Duties on U.S. Electrical Steel
China filed an appeal of the panel report in its dispute with the U.S. over Chinese countervailing and antidumping duties on grain oriented flat-rolled electrical steel from the U.S. (DS414). A WTO panel largely ruled against China in a report issued June 15, finding fault with China’s initiation procedure, application of adverse facts available, injury determination, and procedures for disclosing business confidential information in China’s 2010-11 AD and CV investigations. The WTO said details of the appeal will be available soon.
