Spain Chlorinated Isocyanurates: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on chlorinated isocyanurates from Spain (Commerce case number A-469-814) (CBP case number A-470-814). In the final results of this review, Commerce will set assessment rates for subject merchandise from the one company under review entered June 2023 through May 2024.

Commerce also said it is rescinding the review for two companies originally under review because they had no reviewable, suspended entries during the review period: Industrias Químicas Tamar S.L. and Electroquímica de Hernani, S.A. Commerce will instruct CBP to assess AD on all appropriate entries from those two companies at a rate equal to the cash deposit of estimated AD required at the time of entry, or withdrawal from warehouse, for consumption, during the June 1, 2023, through May 31, 2024, review period.

Only the three exporters for which an administrative review was requested are covered by this review. Only one remains under review after the rescission decision. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation “as entered” for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 4255404).

Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rate for the sole mandatory respondent in the review:

Assessment Rates

As part of this administrative review, Commerce also will calculate the AD it will assess on importers for entries of subject merchandise entered between June 1, 2023, and May 31, 2024. If these preliminary results are confirmed in the final results, importers of subject merchandise from Ercros won't be assessed AD.
