Sri Lanka Paper File Folders: Details of AD Order

The Commerce Department issued an antidumping duty order on paper file folders from Sri Lanka (A-542-806). The order sets permanent antidumping duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce now will begin conducting annual administrative reviews, if requested, to determine final assessments of AD on importers and make changes to cash deposit rates.

Though Commerce's notice mentions a gap period of no AD liability for goods entered from Sept. 26 until the date the International Trade Commission publishes its final injury determination, that ITC determination was actually published on Sept. 24, resulting in no gap period and the continuation of AD suspension of liquidation and cash deposit collection on or after that date.

Commerce also is conducting ongoing antidumping and countervailing duty investigations on paper file folders from Cambodia (see 2505300035 and 2503280057).

AD Cash Deposit Instructions

Commerce will instruct CBP to continue to suspend liquidation of subject merchandise and collect AD cash deposits at the following rates:
