CBP Updates Guidance on Paying Duties for International Mail
CBP has updated guidance on how entities may pay duties for international mail, according to a Sept. 22 cargo systems message.

The agency says the updated guidance "provides detailed instructions for transportation carriers and qualified parties on how to comply with the requirements for international mail, addresses liability for non-compliant shipments, and details the review and approval process for those applying to act as a Qualified Party for the transmission of international postal data and payment of duties."
The guidance notes that qualified parties assume full responsibility and liability for duty collection remittance and the reporting of shipments sent by international mail, which also means that any enforcement actions will be directed to the qualified parties and not the transportation carrier.
CBP also said there is a new International Mail Duty worksheet on Pay.gov that must be filled out when submitting data to CBP.
