Japan Glycine: Prelim Results of AD Admin Review
The Commerce Department has released the preliminary results of its antidumping duty administrative review on glycine from Japan (A-588-878). The agency preliminarily found that two companies under review -- Yuki Gosei Kogyo Co., Ltd. and its affiliate Nagase & Co., Ltd., and Resonac Corporation -- made sales of subject merchandise at less than normal value during the period of review June 1, 2023, through May 31, 2024.

The agency assigned them AD rates of 9.84% and 86.22%, respectively. If Commerce's findings are continued in the final results, these will be the AD cash deposit rates assigned to the two companies, effective on the date the final results are published in the Federal Register. The agency would assess AD at importer-specific rates for entries of subject merchandise from Yuki Gosei/Nagase and Resonac entered June 1, 2023, through May 31, 2024, it said.
Commerce said that as part of this review, it is evaluating a request for successor-in-interest changed circumstances filed by Resonac. It said it preliminarily determines Resonac is the successor-in-interest to Showa Denko K.K., but will make its determination final with the final results.
In these preliminary results, Commerce also is ending its review for three companies that had requests for review withdrawn: 1) Megmilk Snow Brand Co. Ltd., 2) Resonac Holdings Corporation, and 3) Snow Brand Seed Co. Ltd. The AD cash deposit rate for those three companies will be assessed at rates equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption, during the period of review.
Only exporters of subject merchandise for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce already has ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 4253404).
