Italy Steel CTL Plate: Amended Final Results of 2020-21 AD Admin Review
The Commerce Department is amending the final results of the antidumping duty administrative review on certain carbon and alloy steel cut to-length plate from Italy (A-475-834), originally published Dec. 8, 2022, to align the results with the final decision, published Sept. 3, 2025, in a court case that challenged a rate in those results.

The amendment affects the dumping margin assigned to Officine Tecnosider s.r.l., which was 20.44% in the original final results. An amendment to correct a ministerial error in those final results was published Jan. 26, 2023, and applied to the other mandatory respondent in the review (also affecting the review average AD rate for eight non-examined companies) but left Officine Tecnosider unchanged.
The new rate for Officine Tecnosider is zero percent, applicable Sept. 15.
However, because Officine Tecnosider already has a superseding cash deposit rate, i.e., there have been final results published in a subsequent administrative review, Commerce won't issue revised cash deposit instructions to CBP. This notice will not affect the current cash deposit rate.
Commerce said it “remains enjoined by [Court of International Trade] order from liquidating entries that were produced and exported by [Officine Tecnosider] and were entered, or withdrawn from warehouse, for consumption during the period May 1, 2020, through April 30, 2021. These entries will remain enjoined pursuant to the terms of the injunction during the pendency of any appeals process.”
