South Korea Circular Welded Pipe: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on circular welded non-alloy steel pipe from South Korea (A-580-809). These final results will be used to set final assessments of antidumping duties on importers for subject merchandise entered November 2022 through October 2023.

Commerce said it made changes to the calculations after comments were reviewed following release of the preliminary results of this review. The result was an incrementally larger rate for Husteel Co., Ltd. (preliminary rate was 1.21%), and then for the rate assigned to non-examined companies.
New Cash Deposit Rates Take Effect Sept. 12
For entries on or after Sept. 12, the date these results were published in the Federal Register, Commerce is setting new AD cash deposit rates for the following companies:

* Non-individually examined companies are listed in Appendix II of the notice.
For exporters of subject merchandise that were not under review (i.e., all except the companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the "all others" rate of 4.8% applies.
Assessment Rates for Entries November 2022 - October 2023
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2022, and Oct. 31, 2023. For entries from Husteel, Commerce will calculate importer-specific rates, and the agency will assess AD on entries from the other companies under review at the rates listed above, with the exception of Hyundai Steel, which won't be assessed AD.
