South Korea Carbon and Alloy Steel CTL Plate: Prelim Results of AD/CVD Admin Reviews

The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on carbon and alloy steel cut-to-length plate from South Korea (A-580-887/C-580-888). Both reviews cover only POSCO and its affiliates. Any changes to POSCO's AD/CVD cash deposit rates would take effect upon publication of the final results of these reviews in the Federal Register.

In the AD preliminary results, Commerce calculated a zero percent AD rate for POSCO. If the agency's finding is continued in the final results, importers of subject merchandise from POSCO entered between May 1, 2023, through April 30, 2024, won't be assessed antidumping duties.

In its CVD preliminary results, the agency preliminarily assigned a 4.31% CVD rate to POSCO and its affiliated companies. If the agency's findings are continued in the final results of these reviews, importers of subject merchandise from POSCO entered Jan. 1, 2023, through Dec. 31, 2023, will be assessed CVD at that rate.

Commerce also is rescinding its CVD review for 54 other companies that had no reviewable shipments of subject merchandise for the review period. The list of companies can be found in Appendix II of the CVD notice.

Entries during this period from all exporters not under review (i.e., all except POSCO and its affiliates) will be liquidated as entered, at the cash deposit rate in effect at the time of entry (ADCVDWeb Message # 4222437, 4222432).
