Calculation changes were made following the release of the preliminary results of this review, so the sole respondent received a final AD rate that is roughly half what the preliminary rate was.

For exporters of subject merchandise that were not under review (i.e., all except the company listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 8.35% applies.

New Cash Deposit Rates Take Effect Sept. 11

For entries on or after Sept. 11, the date these final results are scheduled to be published in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the company listed below, as follows:

Exporter/ProducerAD Rate
Suncity Metals and Tubes Private Limited, formerly known as Suncity Sheets Pvt., Ltd.*21.77%

* As part of this review, Commerce determined that Suncity Metals is the successor-in-interest to Suncity Sheets, and that Suncity Metals should receive the same AD cash deposit rate and customs number as its predecessor.

Assessment Rates for Entries November 2022 - October 2023

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2022, through Oct. 31, 2023. For entries from Suncity, Commerce is calculating importer-specific AD rates.

(The review period is 11/01/22 - 10/31/23. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2412140001 for a summary of the preliminary results of this administrative review.)
