Grade L450 Large Diameter Welded Pipe Covered by AD/CVD on India, Commerce Rules
Large diameter welded pipe of Grade L450 steel imported by Shawcor Pipe Protection Acquisition Corp. are covered by antidumping duty and countervailing duty orders on large diameter welded pipe from India, the Commerce Department said in a Sept. 8 scope ruling.

The ruling considered large diameter welded pipe with an outside diameter of 18 inches and a wall thickness of .688 inches. The pipe, manufactured in India by Welspun, was imported by Shawcor Pipe Protection Acquisition.
The AD/CVD orders cover welded carbon and alloy steel line pipe more than 16 inches in outside diameter. They exclude pipe that combine specific pre-defined outside diameters, wall thicknesses and grades, including pipe of Grade X65 that has an outside diameter of 18 inches and wall thickness of .688 inches.
The importer argued in its comments that its pipe was chemically identical to pipe described in the orders’ express exclusions. Specifically, it claimed that Grade L450 steel is equivalent to Grade X65.
Commerce said that the orders don’t provide a specific exclusion for Grade L450 pipe, such as Shawcor imported: "The exclusions in the scope are expressly limited to the three grades mentioned: X60, X65, and X70, and do not extend to comparable foreign or proprietary specifications, grades, or standards."
Further, it said, Grade X65 pipe is defined under the American Petroleum Institute’s standards, while Grade L450 pipe is defined under the International Standards Organization’s standards. It said record evidence demonstrates “that the API standard has more stringent requirements than the ISO standard, particularly related to testing and quality management.”
