CBP Provides Guidance on Use of Quantity Data Values in ACE Cargo Release

CBP has issued a notice clarifying the correct procedures for using the quantity data value in the ACE Cargo Release for Record Identifier SE15.

The Sept. 3 trade information notice, emailed by the Port of Blaine near Seattle, says that incorrect use of the quantity data value can keep a bill of lading from fully clearing in ACE and prevent the timely release of the shipment.

"The Area Port of Blaine has been encountering entries in ACE Cargo Release that erroneously show a quantity value of less than the full manifested quantity of the shipment," the notice said. "The quantity data element in the SE15 Record Indicator is an optional field, and in many situations will be left blank. If a quantity is entered in the SE15 data element, and is erroneously less than the bill manifested quantity, then the bill will not fully clear. Such a discrepancy can potentially delay release of the shipment from the port of entry."

The notice continued, "As such, brokers are reminded about the proper use of the SE15 Record Indicator."

According to the CBP and Trade Automated Interface Requirements (CATAIR) – ACE Cargo Release v40, if a data value is reported for Quantity (Pos 60-67) in the ACE Cargo Release (SE), that value will be used as the entered and released quantity for the bill.

CBP continued, quoting the requirements directions, "If a data value for Quantity is not reported in the ACE Cargo Release (SE), the full manifested bill quantity will be used as the entered and released quantity. In the case of a split shipment, release will be issued to the carrier under either the Hold All or Incremental Release under Immediate Delivery procedures. In the case where the Cargo Release is being filed for a quantity which is less than the full manifested bill of lading quantity, the data element Quantity must be submitted, and the value reported must be greater than zero.”
