BIS Previews New ICTS Rules for Data Centers, Network Devices, Connected Vehicles
The Commerce Department’s spring 2025 regulatory agenda for the Bureau of Industry and Security includes new mentions of three interim final rules that could lead to new import restrictions under the agency's Information and Communications Technology and Services regulations.

One rule could impose new ICTS restrictions on certain "networking equipment and services in data centers" owned by certain foreign adversaries, including China. BIS said it "has determined that entities under the ownership or control of, or subject to the jurisdiction or direction of, a foreign adversary which deal in, install, or service networking equipment and services in data centers present undue or unacceptable risks to national security and U.S. persons." The agency was aiming to issue that rule in August.
Another rule could lead to ICTS restrictions over certain "communications and networking devices," including "small office/home office (SOHO) routers." BIS is hoping to issue the rule in December.
The third rule could impose restrictions on certain medium- and heavy-duty connected vehicles. BIS said the restrictions would target ICTS items that "are integral to connected vehicles weighing more than 10,000 pounds." BIS is hoping to issue the rule in September. It could build on a previous BIS rule that restricted certain Chinese connected vehicle imports (see 2501140007 and 2503240028).
