Commerce made certain changes to the margin calculation for one of the mandatory respondents, the Deacero Group of companies, raising its rate from the 8.88% AD rate the company was preliminarily assigned. The rate for the other mandatory respondent was unchanged.
Additionally, Commerce said it continues to find that TA 2000 is the successor-in-interest to Talleres y Aceros and that TA 2000 should receive the same AD cash deposit rate and customs number as its predecessor, results it found in the preliminary results of this review.
For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 20.58% applies.
New Cash Deposit Rates Take Effect Sept. 4
For entries on or after Sept. 4, the publication date of these final results in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the following companies:
Exporter | AD Rate |
---|---|
Deacero S.A.P.I. de C.V./I.N.G.E.T.E.K.N.O.S. Estructurales S.A. | 32.05% |
TA 2000 S.A. de C.V. (successor-in-interest to Talleres y Aceros S.A. de C.V.) | 22.27% |
Assessment Rates for Entries November 2022 - October 2023
Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between Nov. 1, 2022, and Oct. 31, 2023. For entries from Deacero Group and TA 2000, Commerce will assess AD at importer-specific rates.
(The review period is 11/01/22 - 10/31/23. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2411290014 for a summary of the preliminary results of this administrative review.)
