South Korea Large Diameter Welded Pipe: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on large diameter welded pipe (welded pipe) from South Korea (A-580-897). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from three producers and exporters, SeAH Steel Corporation and Hyundai Steel Company/Hyundai Steel Pipe Co., Ltd. (HSP is the successor-in-interest to Hyundai Steel), and 21 non-individually examined companies that was entered May 1, 2023, through April 30, 2024.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 4222441).

Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for the 23 companies under review, beginning on the date of publication of the final results in the Federal Register.

The 21 non-individually examined companies are listed in Appendix II of the notice.

Assessment Rates

As part of this administrative review, Commerce also will calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered between May 1, 2023, and April 30, 2024. If the preliminary results are confirmed in the final results, importers of subject merchandise from SeAH and Hyundai/HSP won't be assessed AD, and the zero percent rate would apply to importers from the other 21 companies under review but not individually examined.
