ITC Begins Process to Modify the HTS in Line With Global System
The International Trade Commission instituted an investigation on Aug. 12 that will lead to recommendations to modify the Harmonized Tariff Schedule in line with those recommended by the World Customs Organization for the global Harmonized System.

In a news release, the ITC said that it expects to issue a preliminary draft of modifications for public comment in February. After the public comment period, the ITC will submit a report to the president in September 2026.
The ITC said in a notice that it will post the WCO's recommendations on its website in January. The WCO maintains the Harmonized System; the HTS is based on that schedule. Modifications wouldn't enter into force until Jan. 1, 2028.
