Turkey Rebar: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on steel concrete reinforcing bar (rebar) from Turkey (A-489-829), calculating an 18.87% AD rate for Colakoglu Metalurji A.S. and affiliated company Colakoglu Dis Ticaret A.S., the mandatory respondent. If the agency's finding is continued in the final results, importers of subject merchandise from Colakoglu entered between July 1, 2023, through June 30, 2024, would be assessed AD at importer-specific rates. A new 18.87% AD cash deposit rate would take effect for Colakoglu upon publication of the final results in the Federal Register.

Commerce said that two companies for which review was requested didn't have any reviewable, suspended entries of subject merchandise during the period of review, and so it's rescinding the review for those companies. The two companies are Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S. and Kaptan Demir Celik Endustrisi ve Ticaret A.S. Commerce said that for Icdas and Kaptan, it will instruct CBP to assess AD on all appropriate entries at a rate equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption, during the period July 1, 2023, through June 30, 2024.

Commerce already has ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 4267408).
