FDA Sets Import-Related Fee Rates for FY 2026

The FDA has set several fee rates for fiscal year 2026, effective Oct. 1, 2025, through Sept. 30, 2026, according to multiple Federal Registernotices.

The notices of interest to importers are described as follows:

  • Domestic and foreign facility reinspection, recall and importer reinspection fee rates: These fees are for certain domestic and foreign facility reinspections, failures to comply with a recall order and importer reinspections that are authorized by the Federal Food, Drug, and Cosmetic Act (FD&C Act), as amended by the FDA Food Safety Modernization Act (FSMA) (here).
  • Third-party certification program user fee rates: These fees are for recognized accreditation bodies and accredited certification bodies that conduct food safety audits and issue food and facility certifications to eligible foreign entities (here).
  • Voluntary qualified importer program user fee rates: This fee is for importers approved to participate in the Voluntary Qualified Importer Program (VQIP) that is authorized by the FD&C Act, as amended by the FSMA. This fee is effective on Aug. 1 and through September 2026 (here).
