CBP Seeks to Continue Section 321 E-Commerce Data Pilot Program

CBP is seeking public comments on an information collection involving an extension of its Section 321 e-commerce data collection pilot program, it said in a Federal Register notice. Continuing the pilot program would enable CBP to explore different new technologies that could "streamline" the data collection process, the agency said in the notice. The information gleaned from this pilot also could be incorporated into future regulation updates, it said. Comments are due by Sept. 29.

CBP also is seeking comments on information collections involving import-related data from the following forms:

  • Form 28, a form CBP uses when an importer's invoice or other documentation doesn't provide sufficient information for appraisement or classification.
  • Form 7523, the "Entry and Manifest of Merchandise Free of Duty, Carrier’s Certificate and Release," which is used by carriers and importers as a manifest for the entry of merchandise free of duty under certain conditions, such as when a shipment is valued at $2,500 or less. The form also may be used in certain situations in which merchandise arrives conditionally free of duty from Canada or Mexico.
  • CBP Form 349, the "Harbor Maintenance Fee Quarterly Summary Report," and CBP Form 350, the "Harbor Maintenance Fee Amended Quarterly Summary Report," which are completed by domestic shippers and foreign-trade zone applicants and whose fees go toward the operation and maintenance of U.S. channels and harbors.
  • Form 3124E, the “Application for Customs Broker License Exam," and CBP Form 3124, the “Application for Customs Broker License," which prospective customs brokers or customs broker exam applicants fill out.

Comments on CBP's data collection efforts via all these forms also are due by Sept. 29.
