Commerce Finds Circumvention, Sets New AD/CVD on Circular Welded Pipe From Oman
New antidumping and countervailing duties take effect, retroactive to Nov. 19, 2024, for importers of circular welded carbon quality steel pipe from Oman, the Commerce Department said in its preliminary determination in an anti-circumvention inquiry.

Commerce preliminarily found imports of Omani circular welded pipe made from Chinese hot-rolled steel are circumventing the AD/CVD orders on circular welded carbon quality steel pipe from China (A-570-910/C-570-911). Suspension of liquidation and cash deposit requirements take effect on the date Commerce published its initiation notices that began the inquiries (see 2411190042).
Imports from Oman of circular welded pipe that aren't made from Chinese hot-rolled steel aren't subject to AD/CVD under this anti-circumvention inquiry. Commerce will establish a certification scheme for importers whose circular welded pipe weren't made from Chinese hot-rolled steel and shouldn't be subject to AD/CVD. All entries of Omani circular welded pipe that aren't accompanied by such a certification are subject to AD/CVD.
Certifications are due Sept. 8 for entries between Nov. 19, 2024, and Aug. 13, 2025, with a blanket option available covering multiple entries. Importers of circular welded pipe from Oman that was made from Chinese-hot-rolled steel must file post-summary corrections with CBP by Sept. 8 for any entries declared as non-AD/CVD that are now covered by retroactive suspension of liquidation and cash deposit requirements, Commerce said.
