The Commerce Department has published the preliminary results of its antidumping duty administrative review on diffusion-annealed, nickel-plated flat-rolled steel products from Japan (A-588-869). Commerce has ordered entries during this period from all exporters not under review (i.e., all except Toyo Kohan) to be liquidated as entered, at the cash deposit rate in effect at the time of entry (ADCVDWeb Messages # 4226402).
Commerce said it's rescinding this review with respect to these seven companies after the request for review of them by petitioner Thomas Steel Strip Corporation was withdrawn: KAGA, Inc.; Marubeni-Itochu Steel, Inc.; Okaya & Co., Ltd.; Oneda Corporation; Oneda Electric Corporation; Nikken Lath Kogyo Co., Ltd.; and Panasonic Operational Excellence Co., Ltd.
Cash Deposit Requirements
Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register, currently due in November. Commerce preliminarily determined that the following weighted-average dumping margin exists for Toyo Kohan:
Exporter | AD Rate (Prelim) |
---|---|
Toyo Kohan Co., Ltd. | zero |
Assessment Rates
As part of this administrative review, Commerce also will calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered May 1, 2023, through April 30, 2024. If the preliminary results are confirmed in the final results, importers of subject merchandise from Toyo Kohan during that period would be liquidated without assessment of AD.
(The period of review is 05/01/23 - 04/30/24. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
