China R-125: Prelim Results of AD/CVD Admin Reviews

The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on pentafluoroethane (R-125) from China (A-570-137/C-570-138). In the final results of these reviews, Commerce will set AD assessment rates for subject merchandise for the companies under review entered March 1, 2023, through Feb. 29, 2024, and CVD assessment rates for entries during calendar year 2023.

Commerce said it is rescinding the AD review for Shandong Dongyue Chemical Co. Ltd., which had no reviewable, suspended entries of subject merchandise during the AD review period.

Only the exporters for which an administrative review was requested are covered by these reviews. Cash deposit rates for all other exporters will not change. Commerce has ordered liquidation “as entered” for entries during the periods of review from all exporters for which a review was not requested (ADCVDWeb Messages #s 4164411, 4165414).

AD Cash Deposit Requirements

New AD cash deposit requirements may take effect beginning on the date of publication of the AD final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rates:

New CVD cash deposit requirements may take effect beginning on the date of publication of the CVD final results in the Federal Register. Commerce preliminarily calculated the following CVD cash deposit rates:

Assessment Rates

If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Sanmei during the period March 1, 2023, through Feb. 29, 2024, will be assessed AD at importer-specific rates. In the final results, Commerce also will set CVD assessments for importers of subject merchandise entered Jan. 1, 2023, through Dec. 31, 2023.
