China Steel Racks: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on steel racks from China (A-570-088). These final results will be used to set final assessments of AD for subject merchandise for the companies under review entered Sept. 1, 2022, through Aug. 31, 2023.

Based on comments received after the release of the preliminary results of this review and an appeals court's mandates, Commerce made certain changes to the calculations that affected the final rate for Jiangsu Nova Intelligent Logistics, increasing it slightly from the 10.14% rate calculated in the preliminary results.
For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate of 144.5% applies.
For Jiangsu Starshine Industry Equipment Co., Ltd., the company Commerce determined is ineligible for a separate rate and is therefore considered to be part of the China-wide entity, the assessment rate will be equal to the weighted-average dumping margin for the China-wide entity, i.e., 144.5%.
New Cash Deposit Rates Take Effect July 10
For entries on or after July 10, the date of publication of the final results of this review in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the following companies:

Assessment Rates for Entries in September 2022 - August 2023
Commerce will assess AD on imports from Jiangsu Nova and affiliated companies entered Sept. 1, 2022, through Aug. 31, 2023, at importer-specific rates, and will assess AD on entries from the other companies described above during that period at the rates listed above.
