ITC Issues Semiannual Revision to 2025 HTS; Changes Effective as of July 1
The International Trade Commission posted Revision 16 to the 2025 Harmonized Tariff Schedule. The semiannual update to the HTS adds new 10-digit tariff numbers for a variety of products, including coffee, refrigerators, wind turbine parts and integrated circuits, among other goods. All changes take effect July 1, unless otherwise specified.

Chapter 99 Amended to Add US-UK Tariff Deal Provisions
Provisions of Chapter 99 were amended effective June 30 to implement provisions of the tariff deal between the U.S. and the U.K. that took effect June 30. The changes include modifications to U.S. Notes 2, 16, 19 and 33 of subchapter III to Chapter 99, as well as the addition of new U.S. Note 33(i) for provisions on passenger vehicles (and the new tariff-rate quote), U.S. Note 33(j) for provisions on special treatment of U.K. auto parts, and U.S. Note 35(a) for treatment of U.K. civil aircraft and parts.
Likewise, new subheading 9903.94.31 was added for in-quota U.K. passenger vehicles, and new subheading 9903.94.32 was added for U.K. auto parts that meet certain conditions. New subheading 9903.96.01 applies to U.K. civil aircraft and parts. Corresponding changes were made to subheadings 9903.01.25, 9903.94.01 and 9903.94.05.
Statistical Changes Include New Provisions on Coffee, Refrigerators, Wind Turbine Parts, Etc.
Coffee. Tariff subheadings for coffee are subdivided into additional categories based on the species of the coffee plant (i.e.., arabica or robusta beans).
For subheading 0901.11.00 for unroasted, caffeinated coffee, new subheadings 0901.11.0035 and 0901.11.0040 are added for robusta coffee, organic and other, respectively. Existing subheadings for unroasted, caffeinated arabica coffee remain unchanged, but subheadings for “other” (i.e., not robusta or arabica) unroasted, caffeinated coffee are renumbered from 0901.11.0045 to 0901.11.0050 for organic and 0901.11.0055 to 0901.11.0065 for non-organic.
Likewise, for subheading 0901.12.00 for unroasted decaf, new subheadings are added for arabica coffee (0901.12.0020 for organic, 0901.12.0035 for non-organic), robusta coffee (0901.12.0040 for organic, 0901.12.0055 for non-organic) and “other” coffee (0901.12.0060 for organic, 0901.12.0075 for non-organic).
Subheadings for roasted coffee are similarly changed. New subheadings 0901.21.0025 and 0901.21.0029 are added for roasted, caffeinated robusta coffee in containers 2 kg or less, organic and non-organic, respectively. Subheadings 0901.21.0015 and 0901.21.0020 for arabica coffee are unchanged, but subheadings for “other” caffeinated, roasted coffee in containers 2kg or less are renumbered from 0901.21.0035 to 0901.21.0040 and from 0901.21.0045 to 0901.21.0049 for organic and other, respectively.
Subheading 0901.22.0035 for organic roasted decaf in containers 2kg or less is unchanged, but the former subheading for non-organic roasted decaf is subdivided into new subheadings for arabica (0901.22.0040), robusta (0901.22.0050) and “other” (0901.22.0055).
The former subheading for roasted decaf in containers bigger than 2kg is broken out into new subheadings for arabica (0901.22.0065 if organic, 0901.22.0070 if not), robusta (0901.22.0075 if organic, 0901.22.0080 if not) and “other” (0901.22.0090).
Germanium oxides and zirconium dioxide. New subheadings are added for germanium dioxide (2825.60.0010), zirconium dioxide (2825.60.0020) and “other” germanium oxides (2825.60.0050).
Lithium chloride. New subheading 2827.39.9010 is added for “other” chlorides, of lithium. The subheading for “other” chlorides is renumbered from 2827.39.9000 to 2827.39.9050.
Zirconium carbonates. New 2836.99.5010 is created for zirconium carbonates. The previous subheading for “other” carbonates is renumbered from 2836.99.5000 to 2836.99.5050.
Selenides and tellurides. New subheading 2842.90.9010 is added for selenides and tellurides. The subheading for “other” salts of inorganic acids or peroxyacids, other than azides, is renumbered from 2842.90.9000 to 2842.90.9050.
Terbufos. New subheading 2930.90.4330 is added for the fungicide and nematicide Terbofus (ISO). The previous subheading for “other” organo-sulfur compounds, besides pesticides, is renumbered from 2930.90.4395 to 2930.90.4390.
Crystal glassware. A tariff provision for crystal glasses (i.e., crystalline or non-lead crystal) valued not over $0.30 each is removed from the tariff schedule. Now, all drinking glasses previously classifiable in various 10-digit subheadings falling under former 7013.37.1000 are now classified in 7013.37.1001. Likewise, a provision for “other” crystal glassware valued not over $0.30 each is removed from the tariff schedule, and all “other” glassware previously classifiable in various 10-digit headings falling under former 7013.99.4000 are now classified in new subheading 7013.99.4001.
Other gold jewelry. New subheading 7113.19.5091 is added for “articles of jewelry, of gold, other than rope, curb, cable, chain, necklaces, neck chains or clasps.” The previous residual “other” subheading for jewelry wholly of precious metal (i.e., as opposed to clad base metal) is renumbered from 7113.19.5090 to 7113.19.5095.
Statistical Note 2 to Chapter 71 on how to count pieces of jewelry is also amended so it includes the new subheading for other gold jewelry.
Wind turbine towers. New subheading 7308.20.0035 is created for tubular wind turbine towers, made of iron or steel. Old subheading 7308.20.0020, which previously covered all tubular towers and lattice masts, is renumbered 7308.20.0030
Unwrought aluminum. New subheading 7601.10.6045 is added for aluminum, not alloyed, of uniform cross section throughout its length, the least cross-sectional dimension of which is not greater than 9.5 mm, in coils, of greater than 99.8% but less than 99.9%.
Old subheading 7601.10.6030, which previously covered aluminum, not alloyed, of uniform cross section throughout its length, the least cross-sectional dimension of which is not greater than 9.5 mm, in coils, of 99.9 percent aluminum or greater, is renumbered 7601.10.6040.
Aluminum waste and scrap. Subheading 7602.00.0035 is modified to say “Recyclable used beverage containers.” Previously the subheading only referred to recyclable beverage containers.
Aluminum casks, drums, cans, boxes and similar containers. New subheading 7612.90.1040 is added for cans of a capacity not exceeding 355 ml with a circular cross section, of a kind used for aerosols, replacing now-defunct subheading 7612.90.1030. New subheading 7612.90.1045 is added for all other cans of a capacity not exceeding 355 ml.
Stoppers, caps and lids. New subheading 8309.90.0020 is added for beverage can tabs, both stay on and ring pull. New statistical note 1 to Chapter 83 defines the new subheading as covering tabs for “cans of a kind used for the conveyance of beverages,” including “those with ‘stay on tab ends’ and ‘ring pull tab ends.’” New subheading 8309.90.0025 now covers all stoppers caps and lids of aluminum, except crown corks and beverage can tabs, that were previously covered in now-defunct subheading 8309.90.0010.
Another new subheading, 8309.90.0080, is added for stoppers caps and lids, other than crown corks, of steel. New subheading 8309.90.0085 now covers “other” stopper caps and lids, not crown corks, and not of aluminum or steel, replacing previous residual subheading 8309.90.0090.
Wind turbine blades. New subheading 8412.90.9070 is added for parts of wind turbine blades. New statistical note 2 to Chapter 84 requires that wind turbine blades shall be counted individually and not as blade sets (statistical notes 2 through 4 are renumbered to 3 through 5 to account for addition). New subheading 8412.90.9075 now covers parts of wind turbine hubs, replacing now-defunct subheading 8412.90.9081.
Refrigerators. New subheading 8418.10.0080 is added for refrigerators having a refrigerated volume of 382 liters and over with a top freezer compartment. New subheading 8418.10.0085 now covers all combined refrigerator-freezers, fitted with separate external doors or drawers, of a compression type, having a refrigerated volume of 382 liters and over, without a top freezer compartment or French door refrigerators with a bottom freezer compartment that were previously covered in now-defunct 8418.10.0075.
Transmission shafts having gears for wind turbines. New subheading 8483.40.5020 is added for transmission shafts having gear boxes and speed changers for wind turbines. New statistical note 6 to Chapter 84 explains that “the term ‘gear boxes and speed changers for wind turbines’ refers to all configurations of gear boxes and speed changers designed for wind turbines, including fixed ratio, multiple ratio, and variable ratio speed changers.” New subheading 8483.40.5080 is now the residual “other” category for heading 8483.
Electric motors and generators. New subheading 8501.64.0110 is added for electric motors and generators of an output exceeding 750 kVA for wind-powered generating sets classified within 8502.31.00, replacing subheading 8501.64.0121. New subheading 8501.64.0135 is added for electric motors and generators of an output exceeding 10,000 kVA but not exceeding 40,000 kVA which are not for wind-powered generating sets, replacing subheading 8501.64.0130. New subheading 8501.64.0155 is now the residual “other” category for heading 8501.
Electronic integrated circuits. New subheading 8542.39.0070 is added for electronic integrated circuits with adjustable performance characteristics, not elsewhere specified or included. New subheading 8542.39.0090 is now the residual “other” category for heading 8542.39.
Parts of railway or tramway locomotives or rolling stock. New subheading 8607.30.1010 is added for assembled freight rail couplers for vehicles of heading 8605 or 8606. New subheading 8607.30.1050 is added for freight rail coupler parts for vehicles of heading 8605 or 8606. New subheading 8607.30.1090 is added as the residual “other” category for hooks and other coupling devices, buffers, and parts thereof for vehicles of heading 8605 or 8606.
Parts of seats (other than those of heading 9402). New subheading 9401.99.9030 is added for mechanically collapsible sofa bed seat deck components, covered or uncovered. New statistical note 2 to Chapter 94 explains that mechanically collapsible sofa bed seat deck components are “characterized by an articulating array of metal torsion hinges and struts that square-fold to transition from flat to erect and vice versa and are attached permanently to a controller frame consisting of a metal bar that acts as a bi-directional transit controller.” New subheading 9401.99.9070 is now the residual “other” category for heading 9401.99.90.
