Mexico Light Rectangular Pipe: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on light-walled rectangular pipe and tube from Mexico (A-201-836). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Aug. 1, 2022, through July 31, 2023.

Based on comments after the preliminary results of the revew were published, Commerce made certain changes to the margin calculation for Maquilacero, bringing it down from 20.3% in the preliminary results, and for Perfiles (lowering its rate from 6.66%), which also reduced (from 13.73%) the review average rate for the four companies not individually examined.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 3.76% applies.

New Cash Deposit Rates Take Effect June 16

For entries on or after June 16, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by the following companies:

Assessment Rates for Entries August 2022 - July 2023

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Aug. 1, 2022, and July 31, 2023. Commerce will calculate importer-specific AD rates for entries from Maquilacero/TEFLU and Perfiles, and will assess AD on all entries of subject merchandise from the other companies under review at the rates listed above.
