India Stainless Steel Bar: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on stainless steel bar from India (A-533-810). In the final results of this review, Commerce may set assessment rates for subject merchandise from eight companies entered Feb. 1, 2023, through Jan. 31, 2024.

Only companies for which a review was requeste are subject to this review and will have a new rate calculated. Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 4136408).
Commerce said it intends to rescind the review, in the absence of reviewable, suspended entries from two companies for which a review was requested: Bhansali Bright Bars and Chandan Steels Limited. It will accept comments before the final results are published.
Cash Deposit Requirements
Once Commerce issues its final results, new AD cash deposit requirements may take effect for the six companies under review, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rates:

Four companies that were not individually examined (see the chart above) received a rate that is equal to the simple average of the rates calculated for Aamor Inox and the Atlas Stainless group of companies, which were the mandatory respondents in the review.
Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise under review during the period Feb. 1, 2023, through Jan. 31, 2024, exported by Aamor Inox, won't be assessed AD. Subject merchandise from the Atlas Group of companies would be liquidated at importer-specific rates, and merchandise from the other four companies would be liquidated at the review average rate listed above.
