Commerce noted that it made changes to the margin calculation for BFN Forgings/Viraj after comments received following publication of the preliminary results of the review. The rate was reduced. That change also affected the average rate for the companies not selected for individual review.

Cash Deposit Requirements

Commerce calculated the following AD duty cash deposit rates, which take effect June 5, the date these final results are scheduled to be published in the Federal Register:

ExporterAD Rate
Chandan Steel Limited0.62%
BFN Forgings Private Limited; Fanschen werk Bebitz GmbH; Viraj Alloys, Ltd.; Viraj Forgings, Ltd.; Viraj Impoexpo, Ltd.; and Viraj Profiles Limited0.9%
Review Average Rate (applicable to 11 companies)0.73%

Average rate. Commerce didn't individually investigate 11 companies subject to this review, and is instead assigning them an average of the rates assigned to the two individually reviewed companies. The 11 companies are listed in Appendix II of the notice.

Assessment Rates

Commerce also calculated the AD duties it will assess on importers for entries of subject merchandise entered Oct. 1, 2022, through Sept. 30, 2023. Commerce will order CBP to liquidate entries from Chandan and BFN Forgings/Viraj at importer-specific rates, and from importers of subject merchandise exported by the 11 other companies under review, at the rate listed above.

For exporters of subject merchandise that were not under review (i.e., all except the 13 companies referenced above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 7% applies.

(The review period is 10/01/22 - 09/30/23. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2411200039 for summary of the preliminary results of this review.)
