Commerce said that it made certain changes that affected the rate calculation for Panda Aluminyum, based on comments received after the preliminary results were published.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the AD rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned an AD cash deposit rate by Commerce, the all-others rate of 1.95% applies.

New Cash Deposit Rates Take Effect May 22

For entries on or after May 22, the scheduled date of publication of the final results of this review in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the following companies:

Producer/ExporterAD Rate
Assan Single Entity*2.34%
Panda Aluminyum A.S.6.32%

* Assan Single Entity consists of Assan Aluminyum Sanayi ve Ticaret A.S., Kibar Dis Ticaret A.S., and Ispak Esnek Ambalaj Sanayi A.S.

Assessment Rates for Entries November 2022 - October 2023

Commerce also will calculate the AD it will assess on importers for entries of subject merchandise entered between Nov. 1, 2022, through Oct. 31, 2023. Importers of subject merchandise exported by Assan Single Entity and Panda will be assessed AD at importer-specific rates.

(The review period is 11/01/22 - 10/31/23. See Commerce's notices for more information, including the scope of the orders, detailed cash deposit and assessment instructions, etc. See 2412150002 for a summary of the preliminary results of this review.)
