Based on comments received after the preliminary results of the review were published, Commerce made changes to the rate calculations for Prinx Chengshan Tire (Thailand) Co., Ltd. and Sumitomo Rubber (Thailand) Co., Ltd. That in turn affected the review average rate for five non-individually examined companies.

New Cash Deposit Rates Take Effect May 13

For entries on or after May 13, Commerce is setting new AD cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 17.06% applies. The new rates are as follows:

ExporterAD Rate
Prinx Chengshan Tire (Thailand) Co., Ltd.5.08%
Sumitomo Rubber (Thailand) Co., Ltd.3.76%
Non-Individually Examined Companies (5 companies)*3.89%

*The five non-individually examined companies are: Bridgestone Company, Ltd.; Bridgestone Tire Manufacturing (Thailand) Co., Ltd.; S.R. Tyres Co., Ltd.; Thai Bridgestone Co., Ltd.; and Vee Tyre & Rubber Co., Ltd.

Assessment Rates for Entries July 2022 - June 2023

Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries July 1, 2022, through June 30, 2023. Commerce will liquidate entries from Prinx Chengshan and Sumitomo Rubber during that period at importer-specific rates. Entries from the other companies under review will be liquidated at the rate listed above.

(The review period is 07/01/22 - 06/30/23. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2408090015 for a summary of the preliminary results of this administrative review.)
