China Solar Products: Amended Final Results of 2021-2022 AD Admin Review
The Commerce Department has published amended final results of the antidumping duty administrative review on certain crystalline silicon photovoltaic products from China (A-570-010), originally published Sept. 8, 2023, to align with the final decision in a court case that challenged a rate in those results.

In that review, Trina, consisting of nine affiliated companies, was assigned an AD rate of 10.5% for subject goods entered during the period Feb. 1, 2021, through Jan. 31, 2022. After the final results were published, Trina appealed, and Commerce was asked to give further explanation for why it didn't use countervailing duties during the same period to adjust the AD rate. Commerce, under protest, made the adjustment.
An April 14, 2025, court decision finalized the recalculation by Commerce, which gave Trina a revised AD rate of 9.09%. That new final rate is applicable April 24, 2025.
Trina consists of: Trina Solar (Changzhou) Science & Technology Co., Ltd.; Trina Solar Co., Ltd.; Yancheng Trina Guoneng Photovoltaic Technology Co., Ltd. (a.k.a. Yancheng Trina Solar Guoneng Science & Technology Co., Ltd.); Trina Solar Yiwu Technology Co., Ltd.; Trina Solar (Su Qian) Technology Co., Ltd.; Trina Solar (Yancheng Dafeng) Co., Ltd.; Changzhou Trina Hezhong Photoelectric Co., Ltd. (a.k.a. Changzhou Trina Hezhong PV Co., Ltd.); Changzhou Trina Solar Yabang Energy Co., Ltd.; and Turpan Trina Solar Energy Co., Ltd.
Because Trina doesn't have a superseding cash deposit rate, Commerce will issue revised cash deposit instructions to CBP using this rate, i.e., 9.09%, effective April 24.
Commerce said that, at this time, it remains enjoined by the CIT order from "liquidating entries that: were exported by Trina and were entered, or withdrawn from warehouse, for consumption during the period February 1, 2021, through January 31, 2022. These entries will remain enjoined pursuant to the terms of the injunction during the pendency of any appeals process."
