South Korea Welded Line Pipe: Prelim Results of AD Admin Review

The Commerce Department has released the preliminary results of its antidumping duty administrative review on welded line pipe from South Korea (A-580-876). The agency preliminarily set a zero percent AD rate for the two mandatory respondents to the review and the two companies under review that were not individually examined. Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from these producers and exporters that was entered December 2022 through November 2023.

Commerce has ordered liquidation as entered, at the cash deposit rate in effect at time of entry, for entries during the period of review from all exporters not under review (i.e., all except the four companies listed below) (ADCVDWeb Message # 4074443).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for Hyundai Pipe and SeAH, beginning on the date of publication of the final results in the Federal Register. Should Commerce continue to set a zero percent AD rate for Hyundai Pipe and SeAH, the companies will not be subject to an AD cash deposit requirement until further notice. The cash deposit rate for the unexamined companies also would not apply.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered Dec. 1, 2022, through Nov. 30, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from all four companies would not be assessed antidumping duties.
