Vietnam Raw Honey: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on raw honey from Vietnam (A-552-833). These final results will be used to set final assessments of AD on importers for subject merchandise entered Aug. 25, 2021, through May 31, 2023.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the Vietnam-wide rate of 60.03% applies.
After receiving comments on the preliminary results, Commerce made changes to the weighted-average dumping margin calculations for the two mandatory respondents, and the final AD rates are slightly higher for Ban Me Thuot Honeybee (from 100.54%) and Daklak Honeybee (from 154.47%), which means the average rate calculated for the 13 non-examined companies also crept up (from 120.92%).
New Cash Deposit Rates Take Effect April 14
For entries on or after April 14, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the following companies:

Vietnam-wide. Commerce continued to find that 17 companies for which a review was requested did not establish eligibility for a separate rate, and as such, assigned the 17 companies to the Vietnam-wide entity. They are: Bee Honey Corporation of Ho Chi Minh City; Golden Bee Company Limited; Golden Honey Co., Ltd.; Hai Phong Honeybee Company Limited; Highlands Honeybee Travel Co., Ltd.; Hoa Viet Honeybee Co., Ltd.; Hung Binh Phat; Hung Thinh Trading Pvt; Huong Rung Co., Ltd.; Huong Viet Honey Co., Ltd.; Nguyen Hong Honey Co., LTDTA; Phong Son Co., Ltd.; Saigon Bees Co., Limited; Thai Hoa Mat Bees Raising Co., Ltd.; Thai Hoa Viet Mat Bees Raising Co.; TNB Foods Co., Ltd.; and Vinawax Producing Trading and Service Company Limited. The Vietnam-wide entity rate is 60.03%.
Assessment Rates for Entries Aug. 25, 2021 - May 2023
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Aug. 25, 2021, and May 31, 2023. For entries from Ban Me Thuot and Daklak, Commerce is calculating importer-specific AD rates. Commerce will assess AD on the other companies subject to this review at the rates listed above.
