FWS Hopes for Mandatory ACE Filing by 'End of the Year,' Agency Official Says
CHANDLER, Ariz. -- The Fish and Wildlife Service hopes to make ACE filing of FWS-regulated entries mandatory “by the end of the year,” Jeff Moore of the agency’s Nogales, Arizona, office said at the National Customs Brokers & Forwarders Association of America's annual conference April 8.

“That’s all subject to change with everything that’s coming in,” Moore cautioned. But once ACE is mandatory, filers will have to use ACE to submit partner government agency (PGA) message set data or file a disclaim for flagged tariff subheadings.
Filing in the FWS eDecs system also will remain an option for import filers, Moore said.
A new feature for electronic FWS filing that’s in the process of being deployed is electronic cancel stamps for CITES permits. “You’ll see that data field in the system for eDecs where you can upload a validated cites permit. And then, once the shipment is cleared by the inspector, the system will electronically put a cancel stamp on there, so you don't have to go to the inspector's office and get a copy or get them to email you a copy,” Moore said. Brokers will then be able to just download the cancel copy of the CITES permit for their clients, he said.
While that will only be in the FWS eDecs system at first, FWS has submitted a request to CBP to add the capability in ACE, Moore said.
