EU Launches Authorized Declarant Application Process for Carbon Tariff Rules
The EU on March 31 launched the application process for authorized “declarants” under its upcoming carbon border adjustment mechnaism, which will allow importers and customs representatives to import CBAM goods when the rules take effect in January 2026 (see 2502060060). The European Commission also published new guidance and videos to help companies apply.

“The Commission encourages the competent authorities to advise importers who expect to exceed the de minimis threshold for the import of CBAM goods,” which is 50 tonnes, “to apply for an authorisation as soon as possible,” it said. Importers who don’t expect to exceed the threshold “should be invited to wait until early autumn to submit an application for authorisation.”
