India Lined Paper: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on lined paper products from India (A-533-843). These final results will be used to set final assessments of AD on importers for subject merchandise entered Sept. 1, 2022, through Aug. 31, 2023.

For exporters of subject merchandise that weren't under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 3.91% applies.

Commerce said it made changes to the rate calculated for ITC Limited in the preliminary results, and that affected the review average rate. The rate for ITC Limited and the non-examined companies was zero percent in the preliminary results.

New Cash Deposit Rates Take Effect March 27

For entries on or after March 27, the date these final results are set to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by eight companies, as follows:

Assessment Rates for Entries September 2022 - August 2023

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between Sept. 1, 2022, and Aug. 31, 2023. For entries from Navneet, Commerce will order liquidation without regard to duties, and for entries from ITC Limited, Commerce is calculating importer-specific AD rates. Commerce will assess AD on entries from the other companies subject to this review at the rates listed above.
