Turkey Standard Pipe: Final Results of AD Admin Review

The Commerce Department published the final results of the antidumping duty administrative review on circular welded carbon steel standard pipe and tube products from Turkey (A-489-501). These final results will be used to set final assessments of AD on importers for subject merchandise entered May 1, 2022, through April 30, 2023.

For exporters of subject merchandise that were not under review (i.e., all except Borusan, the sole mandatory respondent), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 14.74% applies.

New Cash Deposit Rates Take Effect March 17

For entries on or after March 17, the date these final results are to be published in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by Borusan, as follows:

Assessment Rates for Entries May 2021 - April 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between May 1, 2022, and April 30, 2023. For entries from Borusan Mannesmann and its affiliate Borusan Istikbal, Commerce is calculating importer-specific AD rates.
