China Car and Truck Tires: Amended Final Results of 2016-17 AD Admin Review
The Commerce Department has published amended final results of the antidumping duty administrative review on passenger vehicle and light truck tires from China (A-570-016), originally published April 26, 2019, to align with a partial judgment in a court case that challenged a rate in those results.

A Nov. 26, 2024, a court decision finalized a calculation by Commerce that resulted in an AD rate of 18.15% assigned to a second mandatory respondent, Kenda Rubber (China) Co. Ltd., that was selected during the remanding of the case -- i.e., subsequent to the original administrative review of the AD order -- before the court reaches a final decision on remaining issues in the case. That new final rate for Kenda is applicable Nov. 26, 2024, but Kenda's current cash deposit rate won't change as a result of this action because it has had a new rate assigned since the 2016-17 review that was challenged.
In the original review, Zhaoqing Junhong Co. Ltd. was assigned an AD rate of 64.57% for subject goods entered Aug. 1, 2016, through July 31, 2017. It was the lone mandatory respondent, and that rate was used to establish the rate for the separate rate respondents. Kenda was selected as a second mandatory respondent, from among the separate rate companies, during the course of the court challenge, and had its dumping margin recalculated. This rate was used with Junhong's to then recalculate the rate for select separate rate respondents.
Kenda made a motion for partial judgment, and the Court of International Trade issued a partial judgment sustaining Commerce’s final redetermination with respect to Kenda’s dumping margin calculation.
