South Korea Corrosion-Resistant Steel: Amended Final Results of 2019 CVD Admin Review
The Commerce Department is amending the final results of the countervailing duty administrative review on certain corrosion-resistant steel products (CORE) from South Korea (C-580-879), originally published Jan. 19, 2022, to align the results with the final decision, published Jan. 17, 2025, in a court case that challenged a rate in those results.

In that review, KG Dongbu Steel Co. Ltd. (KG Dongbu Steel); Dongbu Steel Co. Ltd. (Dongbu Steel), which changed its name to KG Dongbu Steel Co. Ltd. in 2020; and Dongbu Incheon Steel Co., Ltd. (Dongbu Incheon Steel) -- collectively, the Dongbu Steel Entity -- was assigned a CVD rate of 10.51% for subject goods entered during calendar year 2019. After the final results were published, a series of court remands saw Commerce revise the calculation method it used and then assign the Dongbu Steel Entity a CVD rate of 5.89% in the final determination.
That new rate is applicable Jan. 27.
Because the Dongbu Steel Entity already has a superseding cash deposit rate, i.e., there have been final results published in a subsequent administrative review, Commerce won't issue revised cash deposit instructions to CBP. This notice will not affect the current cash deposit rate.
