ITC Posts 2025 Harmonized Tariff Schedule; Changes Took Effect Jan. 1

The International Trade Commission posted the 2025 Basic Edition of the Harmonized Tariff Schedule. The new HTS implements a variety of 10-digit-level changes for fruits and vegetables, chemicals and other products. Changes were effective as of Jan. 1 unless otherwise noted.

Statistical Changes Affect Fruits and Vegetables, Chemicals

Cut flowers. New tariff breakouts are added for cut flowers of the genera Scabiosa (0603.19.0137) and Campanula (0603.19.0155). The residual “other” category for cut flowers is renumbered from 0603.19.0195 to 0603.19.0197.

Onions. The tariff subheading for non-organic onions is expanded to create new subheadings for various cultivars. While previously, all non-organic onions were classifiable in the single subheading 0703.10.4065, that subheading is replaced by the following 10-digit HTS codes:

  • 0703.10.4055 - Red varieties
  • 0703.10.4060 - White varieties
  • 0703.10.4064 - Yellow varieties, not marked sweet
  • 0703.10.4066 - Yellow varieties, marked sweet
  • 0703.10.4068 - Other.

Fresh beans. New tariff categories are created for fresh beans of the genus Phaseolus (which includes most common green, black, pinto and kidney beans, among other types of beans), other than Lima beans entered November through May. Subheading 0708.20.9010, which previously covered all Phaseolus beans except Lima beans entered November through May, is broken out into subheadings for French style beans (0708.20.9020), certified organic beans (0708.20.9040), and “other” Phaseolus beans (0708.20.9060).

Eggplants. Fresh eggplants are now broken out into separate 10-digit classifications for Chinese and Italian varieties. Old subheading 0709.30.20, which covered eggplants entered April 1 through Nov. 30, is subdivided into new subheadings 0809.30.2020 (Chinese eggplants entered April 1 through Nov. 30), 0809.30.2040 (Italian eggplants entered April 1 through Nov. 30) and 0809.30.2060 (other eggplants entered April 1 through Nov. 30). Likewise, old subheading 0809.30.40 for eggplants entered the rest of the year is subdivided into provisions for Chinese (0809.30.4020), Italian (0809.30.4040) and other eggplants (0809.30.4060).

Bitter melon. New 10-digit subheading 0709.99.9005 is created for fresh bitter melon (Momordica charantia). Subheading 0709.99.9080, which is the overall residual category for “other” fresh vegetables not classifiable elsewhere, is renumbered 0709.99.9085.

Organic pineapples. Subheading 0804.30.40 for uncut, fresh pineapples in crates or other packages is divided into subheading 0804.30.4010 for organic pineapples in crates or other packages and 0804.30.4090 for other pineapples in crates or other packages.

Grapefruit and pomelos. Some tariff provisions for fresh grapefruit and pomelos, which previously classified the two citrus relatives together, are now broken out into separate classifications for the fruits. Subheading 0805.40.40 for grapefruit and pomelos entered Aug. 1 through Sept. 30 is subdivided into provisions for grapefruit (0805.40.4010) and pomelos (0805.40.4090). Likewise, subheading 0805.40.80 for grapefruit and pomelos entered the rest of the year, except October, is broken out into subheadings 0805.40.8010 for grapefruit and 0805.40.8090 for pomelo. Tariff schedule subheading 0805.40.6000, which covers grapefruit and pomelos entered in October, is unchanged and still covers both fruits.

Tomatillos. The 10-digit tariff subheading for tomatillos is renumbered from 0810.90.4610 to 0810.90.4675.

Renewable fuel blends with biofuels. Subheading 2710.12.4590, which previously covered light petroleum oils and oils extracted from bituminous materials, not containing biodiesel and not waste oil, that are mixtures in which no hydrocarbon compound makes up over 50% by weight, is removed and replaced by 8-digit subheading 2710.12.45. New tariff breakout 2710.12.4560 covers renewable fuels blends containing not less than 51 percent by volume of biofuel, as described in statistical note 1 to this chapter.” New 2710.12.4595 covers other such oils. New statistical note 1 to the tariff schedule says that, “for the purposes of statistical reporting number 2710.12.4560, the term ‘renewable fuels’ means fuels produced from biogenic material according to the ISO 16620-2 method (equivalent to the ASTM D 6866 method).”

Rare gases. New tariff breakouts are created for neon gas (2804.29.0020) and “isotopically pure rare gases having a purity of 99 percent or more by volume” (other than argon, helium or neon gas) (2804.29.0030). Former subheading 2804.29.0050, which covered “other” rare gases (i.e., other than argon and helium) is renumbered 2804.29.0055.

Lithium metal. Subheading 2805.19.9000 for “other” alkali or alkaline-earth metals is subdivided into provisions for lithium (2805.19.9010) and a new “other” category (i.e., other than sodium, calcium, strontium, barium and lithium) (2805.19.9090).

Cobalt oxides. Subheading 2822.00.00 for cobalt oxides and hydroxides and commercial cobalt oxides is subdivided into provisions for cobalt (II, III) oxide (cobalt tetroxide) (2822.00.0010) and “other" cobalt oxides and hydroxides 2822.00.0090.

Lithium hexafluorophosphate. Subheading 2826.90.90 for “other” fluorides; fluorosilicates, fluoroaluminates and other complex fluorine salts is subdivided into new subheading 2826.90.9010 for lithium hexafluorophosphate and new subheading 2826.90.9090 for “other” such fluorine salts (i.e., other than fluorides, sodium hexafluoroaluminate and fluorosilicates of sodium or of potassium).

Manganese sulfate. New tariff breakout 2833.29.5110 is created for manganese sulfate. Subheading 2833.29.5190 is now the residual category for “other” sulfates not elsewhere specified in the tariff schedule.

Surface-modified spherical graphite. Subheading 3801.10.5000 for “other” artificial graphite (i.e., other than surface-modified spherical graphite and “plates, rods, powder and other forms, wholly or partly manufactured, for manufacturing into brushes for electric generators, motors or other machines or appliances), is subdivided into new subheading 3801.10.5010 for “other” surface-modified spherical graphite, and subheading 3801.10.5090 for “other” artificial graphite.

Chemical elements and compounds doped for use in electronics. New tariff subheadings are created for doped polycrystalline silicon wafers (3818.00.0020) and doped silicon carbide wafers (3818.00.0030). Residual subheading 3818.00.0090 for “other” chemical elements doped for use in electronics, in the form of discs, wafers or similar forms and chemical compounds doped for use in electronics (i.e., other than doped gallium arsenide wafers) is renumbered 3818.00.0095.

Lithium nickel cobalt manganese oxides. New subheading 3824.99.3910 is created for mixtures of two or more inorganic compounds containing lithium nickel cobalt manganese oxides. Subheading 3824.99.3990 now covers “other” mixtures of two or more inorganic compounds.

Microporous sheets of polyethylene or polypropylene film. Old subheading 3921.19.00 for cellular plastic plates, sheets, film, foil and strip of “other” plastics (i.e., not polyurethanes or regenerated cellulose) is subdivided into a new breakout for microporous sheets of polyethylene or polypropylene film (3921.19.0010) and a renumbered category for cellular plastic plates, sheets, film, foil and strip of “other” plastics (3921.19.0090).

Tropical wood statuettes and ornaments. Old subheading 4420.11.0000 for wood statuettes and other ornaments of tropical wood is subdivided into new breakouts for statuettes and other ornaments made from mango wood (Mangifera spp.) (4420.11.0010) and teak (Tectona spp.) (4420.11.0030). Subheading 4420.11.0090 now covers statuettes and other ornaments made from other tropical woods.

Subheading 4420.19.0000, which covers “other” wood statuettes and ornaments (i.e., not of tropical wood), is no longer listed in the 2025 HTS Basic Edition, but that omission was "not intentional," an ITC spokesperson said. Subheading 4420.19.0000 "is still an active provision of the HTS. We will correct the omission in revision 1 of the 2025 HTS [as soon as possible]."

Second unit of quantity added for transformer parts. The unit of quantity “kg” is added as the second unit of quantity for subheadings 8504.90.9634, 8504.90.9638, 8504.90.9642 and 8504.90.9646, which cover electrical transformer cores, laminations for transformer cores and other transformer parts.

Teak furniture. Subheading 9401.69.8031 for “other” upholstered seats (i.e., other than chairs) is removed from the tariff schedule. In its place are inserted new subheadings for “other” upholstered seats made of teak -- 9401.69.8066 if plantation-harvested, 9401.69.8068 if not – and new residual subheading 9401.69.8090 for “other” upholstered seats, not of teak.

Likewise, subheading 9403.60.8081 for “other” wooden furniture not elsewhere specified in the tariff schedule is renumbered 9403.60.8093, and new breakout for “other” furniture of teak.

Technical Corrections

The 2025 HTS also includes a host of technical corrections with varying effective dates. The corrections affect General Notes 5, 9 and 29, and Chapters 2, 4, 19, 20, 32, 35, 39, 65, 84, 85, 90, 94, 98 and 99, and many of them involve fixing the omission of Special Program Indicator “D” for the African Growth and Opportunity Act for various subheadings.

Section 301 Changes

The 2025 HTS also implements various changes to Section 301 tariffs on China that took effect Jan. 1 (see 2409130006). The changes are found in U.S. Notes 20 and 31 to Subchapter III of Chapter 99, as well as under six-digit subheading 9903.91.
