- CBP is updating CBP Form 301 instructions to add reference to a new collection under activity code 21 for a Low Value Shipment Safekeeping (LVSS) bond, it said in a notice. Comments on this information collection must be received by Feb. 21. CBP says Form 301 "will not be used to collect the bond information, however the instructions will point the public to the Customs Bulletin where they can find the approved bond terms, conditions, and form." CBP also said that all arriving air carriers and parties that currently or that seek to operate a facility other than an Express Consignment Carrier Facilities that is or will be used to process shipments for which the Section 321 exemption is claimed, either through the submission of Type 86 entries or for entry by presenting the manifest, are required to have an LVSS bond on file in ACE. - Dec. 24 is CBP Holiday for Payments: An executive order designated Dec. 24 as a federal holiday. Therefore, that date will now be considered a CBP holiday exactly like Dec. 25. Any entries previously transmitted with a payment due date of Dec. 24 will appear on a statement on Dec. 26. That means two separate statements may be generated on Dec. 26. Filers wishing to change the payment print date from Dec. 24 to Dec. 26 for previously transmitted summaries may do so at their discretion. (here)
- Minor rule refinements related to the EPA's hydrofluorocarbons (HFCs) program are now available in CBP’s CERTIFICATION environment. EPA requests that trade testers contact HFCAllocation@epa.gov prior to testing. EPA can work with trade to provide test data and test cases. (here)

- RESOLVED: The slowdown in processing liquidations for Dec. 20 (see 2412200026), on Dec. 20 as of 6:53 p.m. EST (here)
- RESOLVED: an internal issue that affected all ACE systems for several hours Dec. 21, including ACE Air Manifest, ACE Ocean Manifest, Truck Manifest and EDI (here).
- CBP published the opening remarks that Acting CBP Commissioner Troy Miller made at the Dec. 11 Commercial Customs Operations Advisory Committee meeting. The remarks include discussion about the continuous coordination cell or DC2 (See 2412120042) and the upcoming compliance date on Jan. 11 for when CBP will be deploying an automated warning message in ACE alerting filers when a single consignee is expected to exceed the daily de minimis threshold (see 2412120023). Miller will be retiring from CBP at the end of this month (see 2412110028).
