Turkey Aluminum Foil: Prelim Results of AD/CVD Admin Reviews
The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on aluminum foil from Turkey (A-489-844/C-489-845). In the final results of this review, Commerce will set AD assessment rates for subject merchandise for the companies under review entered Nov. 1, 2022, through Oct. 31, 2023, and CVD assessment rates for entries during calendar year 2022.

Commerce said it is rescinding the AD review for ASAS Aluminyum Sanayi ve Ticaret, which had the request for review withdrawn, and Ilda Pack Ambalaj, which had no reviewable, suspended entries of subject merchandise during the review period. The agency also is rescinding the CVD review for ASAS Aluminyum Sanayi ve Ticaret, because the request for review was withdrawn.
Only the exporters for which an administrative review was requested are covered by these reviews. Cash deposit rates for all other exporters will not change. Commerce has ordered liquidation “as entered” for entries during the period of review from all exporters for which a review was not requested (ADCVDWeb Messages # 4037404, 4033426).
AD Cash Deposit Requirements
New AD cash deposit requirements may take effect beginning on the date of publication of the AD final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rates:

CVD Cash Deposit Requirements
New CVD cash deposit requirements may take effect beginning on the date of publication of the CVD final results in the Federal Register. Commerce preliminarily calculated the following CVD cash deposit rates:

Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Assan and Panda Aluminyum during the period Nov. 1, 2022, through Oct. 31, 2023, will be assessed AD at importer-specific rates. In the final results, Commerce also will set CVD assessments for importers of subject merchandise entered Jan. 1, 2022, through Dec. 31, 2022.
