CBP issued the following releases on commercial trade and related matters:

  • CBP is extending its timeline for collecting information from Form 3311 for the Declaration for Free Entry of Returned American Products, it said in a notice. The form serves as a declaration that the articles are: (1) the growth, production, and manufacture of the U.S.; (2) are returned to the U.S. without having been advanced in value or improved in condition while abroad; (3) the goods weren't previously entered under a temporary importation under bond provision; and (4) drawback was never claimed and/or paid, CBP said. Comments or suggestions on the four points above will be accepted through Feb. 18.
  • CBP is extending its timeline for collecting information related to declarations at the time of entry so that CBP can determine whether to classify imported articles under duty-free or reduced duty treatment, it said in a notice. CBP is seeking comments on the following items through Feb. 18: (1) whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information will have practical utility; (2) the accuracy of the agency’s estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (3) suggestions to enhance the quality, utility, and clarity of the information to be collected; and (4) suggestions to minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology, e.g., permitting electronic submission of responses.
  • CBP is aware that ACE Air Entry Type 86, ACE Air Manifest and Ocean Manifest outbound notifications are delayed as of 1:08 p.m. EST. Another cargo systems message will be issued when this has been addressed (here).
