India Welded Stainless Steel Pressure Pipe: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on welded stainless pressure pipe from India (A-533-867). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from two producers and exporters* remaining in the review that was entered Nov. 1, 2022, through Oct. 31, 2023.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review (i.e., all except the two companies* listed in Commerce's notice) (ADCVDWeb Messages # 4036408).
In addition, Commerce said it is rescinding this review for three companies that had requests for review withdrawn: Seth Steelage, Ratnamani Metals & Tubes Ltd., and Prakash Steelage Ltd.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register.

*Two companies remain under review -- Suncity Sheets and Suncity Metals and Tubes Private Limited (Suncity Metals) -- according to the notice. In Suncity Sheet’s initial request for review, it identified that it “exported and entered into the U.S. subject merchandise” in the review period, and that since that time, “it changed its name from Suncity Sheets Pvt., Ltd., to Suncity Metals and Tubes Private Limited. Commerce will conduct a successor in interest determination on the name change for the purposes of the final results of its administrative review.
Assessment Rates
As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered between Nov. 1, 2022, and Oct. 31, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from Suncity Sheets (or Suncity Metals) would be assigned importer-specific rates.
