Commerce is ordering liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested, in a message sent to CBP (ADCVDWeb Message # 4039402).
In addition, Commerce is rescinding the review for Gerdau Corsa S.A.P.I. de C.V., which had a request for review withdrawn. Another seven companies will not be reviewed because they had no reviewable, suspended entries during the review period. See Appendix II of the notice for the list of all eight companies no longer under review.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for companies still under review, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:
Exporter | AD Rate (Prelim) |
---|---|
Deacero S.A.P.I. de C.V./I.N.G.E.T.E.K.N.O.S. Estructurales S.A. | 8.88% |
TA 2000 S.A. de C.V. (successor-in-interest to Talleres y Aceros S.A. de C.V.) | 22.27% |
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD it will assess on importers for entries of subject merchandise entered between Nov. 1, 2022, and Oct. 31, 2023. If these preliminary results are unchanged, Commerce will calculate importer-specific assessment rates for entries from Deacero and TA 2000, and liquidate entries from the other companies under review at the rates listed above.
(The period of review is 11/01/22 - 10/31/23. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
