China Activated Carbon: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on activated carbon from China (A-570-904). These final results will be used to set final assessments of AD on importers for subject merchandise entered April 1, 2022, through March 31, 2023.

New Cash Deposit Rates Take Effect Nov. 25

For entries on or after Nov. 25, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate of $2.42/kg. The new rates are as follows:

The 12 companies (listed in Appendix II of the notice) not individually examined for the review are: Bengbu Modern Environmental Co., Ltd.; Carbon Activated Tianjin Co., Ltd.; Datong Hongdi Carbon Co., Ltd.; Datong Juqiang Activated Carbon Co., Ltd.; Datong Municipal Yunguang Activated Carbon Co., Ltd.; Jacobi Carbons AB, Jacobi Carbons Industry (Tianjin) Co., Ltd., Tianjin Jacobi International Trading Co. Ltd. and Jacobi Adsorbent Materials; Ningxia Huahui Environmental Technology Co., Ltd.; Ningxia Mineral & Chemical Limited; Shanxi Industry Technology Trading Co., Ltd.; Shanxi Sincere Industrial Co., Ltd.; Tancarb Activated Carbon Co., Ltd.; and Tianjin Channel Filters Co., Ltd.

China-wide. Commerce also found that six companies (listed in Appendix II of the notice) for which a review was requested did not establish eligibility for a separate rate, and as such, were assigned to the China-wide entity. They are: Beijing Pacific Activated Carbon Products Co., Ltd.; Shanxi Dapu International Trade Co., Ltd.; Shanxi DMD Corp.; Shanxi Tianxi Purification Filter Co., Ltd.; Sinoacarbon International Trading Co., Ltd.; and Tianjin Maijin Industries Co., Ltd. The China-wide AD rate is $2.42/kg.

Assessment Rates for Entries April 2022 - March 2023

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between April 1, 2022, and March 31, 2023. Commerce will instruct CBP to liquidate entries during the period from Jilin and Ningxia at importer-specific rates. Entries from the other exporters covered by this review will be liquidated at the rates listed above.
